Terms of use

In force from 18 August 2026

Service status. As of 25 October 2026 LatBid’s commercial service is no longer offered: no new subscriptions are taken, and this website serves as a demonstration of the product. The terms below describe the service as it was provided.

These terms govern the use of the LatBid website, user account, subscription and tender assistant. By creating an account or buying a subscription, the customer agrees to these terms.

01

Service provider

The LatBid service is provided by Rihards Kļaviņš, a sole trader. Address: Mūrmuiža, Kauguru pagasts, Valmieras novads, LV-4224, Latvija. Contact: rihards.klavins@icloud.com.

02

Who the service is for

LatBid is a professional B2B service for companies, sole traders and their authorised employees. It is not intended for personal consumer needs unrelated to a profession or business. By creating an account, the user confirms that they act within a professional or business activity and are entitled to represent the customer concerned.

03

What the service does

LatBid helps find and structure publicly available tender documentation, identify qualification requirements, deadlines and risks, prepare a checklist of documents, and fill in tender forms and annexes automatically. The service uses automated and artificial-intelligence analysis.

The customer may maintain a company profile — name, registration number and address, company details (including bank details, a contact person, authorised signatories and beneficial owners), approved specialists with the certificates listed in the public construction register, completed projects and equipment. For a specific bid, the customer may name the specialists, subcontractors and projects put forward in that tender.

We use this data to fill in tender forms and to prepare a downloadable copy of the form. Features may be added to or changed, preserving the main purpose of the subscription.

04

An aid, not legal advice

The service is an aid, not legal, procurement or other professional advice. The platform helps analyse tender documentation, prepare a list of documents to submit and fill in tender forms. It does not replace a lawyer, a procurement specialist or the judgement of the customer’s responsible employee.

An automated result may be incomplete, inaccurate or fail to reflect later amendments and clarifications from the contracting authority. LatBid does not guarantee that every requirement will be found, that an automatically filled form will be complete or correct, that the customer will qualify, or that its bid will be compliant or win the tender. Information drawn from public registers and annual reports may also be out of date or incomplete.

The final check, the decisions and the submission of the bid remain the bidder’s responsibility. Before submitting a bid, always check the original tender documents, their amendments and the authority’s clarifications, as well as every completed form.

05

Account, company profile and other people’s data

The customer provides truthful and current account and company profile information, protects their sign-in credentials and informs LatBid without delay of any suspected unauthorised use of the account. The account may not be handed to a person who is not entitled to act on the customer’s behalf.

The customer is responsible for the accuracy of what is entered in the company profile and bid data. This includes other people’s data entered by the customer — specialists, the contact person, authorised signatories, beneficial owners, subcontractors, personal identity numbers and contact persons at previous contracting authorities. The customer confirms that they have a lawful basis to use this data and that the people concerned have been informed. LatBid does not independently verify the user’s authority to represent the company named.

06

Public tenders and shared analyses

Tender analyses are built from publicly published tender documentation, including documents available in the EIS. To provide the service efficiently, these documents may be downloaded and cached.

An analysis of a public tender paid for by one customer may also be available to other customers. A shared analysis contains no customer account, company profile, details, payment or other customer-provided data. The company profile, bid data and filled forms are not shared between accounts.

07

Customer documents and acceptable use

If the customer submits documents or information to the service, the customer is responsible for having the right to use them, for the accuracy of the data entered, and for not submitting unlawful content or data that has no lawful basis for processing. Such data is used only to provide the requested service. The content of uploaded documents — including tender documentation the customer uploads and documents from which we read details of a completed project — is processed on a server and passed to the artificial-intelligence provider as described in the privacy policy.

The service may not be used to bypass security or access restrictions, disrupt the system, overload the service automatically, attempt to obtain other customers’ company data, or copy and resell LatBid software.

08

Price, trial period and payments

The LatBid Pro monthly subscription price is €29.00. No VAT is currently charged on this price. Before payment the customer sees the applicable price and billing period. Payments are processed by Stripe; LatBid does not store full payment card details.

If we offer a trial period, we state its length and conditions before the subscription is set up. If a trial is not canceled before it ends, the subscription continues automatically as a paid subscription at the stated price.

A subscription renews automatically every month until the customer cancels it. The customer is responsible for a valid payment method and for paying on time. If the price changes in future, we will inform existing customers before the new price applies.

09

Scope of use

A subscription is intended for one customer’s professional use, and reasonable volume limits apply so that the service works for everyone. At present one account may start up to 25 new tender analyses per day. Reopening an analysis already carried out does not count towards this number.

We may change the limit by informing customers. If a customer needs a higher volume, write to rihards.klavins@icloud.com.

10

Cancellation and refunds

How to cancel. A subscription can be canceled at any time without explanation: in your LatBid account press Manage subscription, which opens the Stripe customer portal, and cancel it there. You can also cancel by writing to rihards.klavins@icloud.comfrom the account’s email address.

When cancellation takes effect. Cancellation stops the next automatic payment. Access remains until the end of the billing period already paid, after which the account is left without Pro access. If a subscription has a trial period and is canceled before it ends, no charge is made at all.

Refunds.Payments for a billing period that has already begun are not refunded, and unused days of the period are not refunded pro rata — cancellation does not by itself create a right to a refund. We do, however, refund where:

  • a payment was taken in error or twice for the same period;
  • a payment was taken after the subscription had been canceled;
  • the service was unavailable from our side for a significant part of the paid period;
  • a refund is required by applicable law or we have agreed to one in writing.

How to request a refund. Write to rihards.klavins@icloud.com, stating the account email address and the payment date. We will reply within five working days, and an approved refund is made to the same payment method within 14 days of approval. The refund is made by Stripe, and it may take a few more days to appear in your account depending on the bank.

Failed payment. If an automatic payment cannot be collected, the attempt is repeated. If the payment still fails after repeated attempts, we may suspend access until payment is received; account and company profile data are not deleted as a result.

LatBid is a professional B2B service (see section 2), so the 14-day withdrawal right intended for consumers does not apply here. If a customer is nevertheless a consumer within the meaning of the law, these terms do not limit their rights.

11

Availability and changes to the service

We aim to keep the service running reliably, but do not guarantee uninterrupted or entirely error-free availability. Planned maintenance, changes in the EIS, public registers or other external services, connection problems and security incidents may briefly affect the service or how current an analysis is.

12

Limitation of liability

The customer alone decides whether to take part in a tender, checks all requirements, and is responsible for the content, completeness, timely submission and compliance of the bid. LatBid is not the contracting authority, a lawyer or the bidder’s authorised representative, and does not submit a bid on the customer’s behalf.

To the extent permitted by applicable law, LatBid is not liable for indirect or consequential losses, lost profit, a lost contract, a lost tender or business opportunity, or for customer decisions made without checking the analysis or a completed form against the original tender documents.

To the extent permitted by applicable law, LatBid’s total liability in connection with the service does not exceed the subscription fee the customer actually paid for the three months before the event giving rise to the claim. This limit does not apply to liability that by law cannot be excluded or limited.

13

Intellectual property and data

The LatBid brand, website, software, design and service elements belong to LatBid or its licensors. A subscription gives the customer a limited, non-exclusive, non-transferable right to use the service for professional purposes for the duration of the subscription.

The customer retains the rights to their own documents and company data. The use of public tender documents and the shared analyses built from them is described in section 6, and the processing of personal data in the privacy policy.

14

Restricting and ending access

In the event of a material breach of these terms, a security threat, fraudulent use or an unpaid subscription, we may restrict or end access. Where circumstances allow, we will inform the customer before ending access and give a reasonable opportunity to remedy the breach.

15

Changes to the terms and disputes

These terms are governed by the laws of the Republic of Latvia. We first try to resolve disputes by negotiation; if that is not possible, the dispute is heard by the competent court of the Republic of Latvia.

We may update the terms to reflect changes to the service or the law. For material changes we will update the effective date and, where necessary, inform account users. Send questions to rihards.klavins@icloud.com.

The processing of personal data is described in the privacy and cookie policy.
